The U.S. Chamber’s U.S.-UK Business Council named Robert Rooney, CEO of Morgan Stanley International and Head of EMEA, as its chairman.
“As the UK and the European Union enter a crucial phase of a changing economic relationship, we can’t think of anyone more qualified than Rob to represent the significant interests of U.S. companies in the debate,” said Myron Brilliant, executive vice president and head of International Affairs for the U.S. Chamber. “His network in the UK and across the EU, and especially his career-long work in the financial services sector, will no doubt inform the efforts of the Council as it advocates for clarity on the road ahead. We welcome and look forward to his leadership.”
Rooney joined Morgan Stanley in 1990, and he moved to London in 1993. He was elected Managing Director in 2001, and he has also served as Head of Fixed Income EMEA, Global Head of Fixed Income Sales, and Global Co-Head of Fixed Income Sales and Trading.
Rooney is a founding board member of the UK’s Fixed Income, Currencies, and Commodities Market Standards Body (FMSB) and a member of the European Financial Services Chairmen’s Advisory Committee.

With that in mind, and in these times of evolving international relationships, I am delighted to join the U.S.-UK Business Council as its chairman to aid in these efforts.”
The announcement of Rooney’s chairmanship coincides with forthcoming meetings by he and Brilliant with senior UK government ministers in London to discuss the priorities of the U.S.-UK Business Council as Brexit negotiations continue. They will also discuss the Council’s views on deepening the special economic relationship between the United States and the United Kingdom.
The U.S.-UK Business Council, launched in January 2017, is the premier Washington-based business organisation dedicated to strengthening the commercial relationship between the U.S. and the UK.
